Fidelizer 2.1 - Proper release of multi-core optimizations

As some of audiophile ears may already be aware of, audiophile/extremist level in version 2.0 is actually sounding worse than previous version. It happened because of my misconceptions about multi-core optimizations. I thought it should better better for important audio services to have its own core. Now I realized that MMCSS handles audio in processor cores separately already so corresponded services should have higest possible utilization instead. I also fixed possible bugs with process optimzations about wrong conditional check so it should work properly now.

Changes in version 2.1
-Fixed bugs in process optimizations (wrong condition causing whole option malfunction)
-Fixed multi-core optimizations performance and stability (and fixed veiled/duller sound quality)
-Updated some notes to make sure people closing audiophile player before performing optimizations.
